Public Notice Notifications

The Jacksonville District currently has five categories of public notice notification mailing lists. If you wish to receive email notifications when new public notices are added to this page, please send a request to Regulatory Webmaster.  Each category is described below. Be sure to specify which list(s) you want to be included on.

Florida - This includes all public notices for projects being reviewed for Standard Permits within the State of Florida.

Antilles - This includes all public notices for projects being reviewed for Standard Permits within the Antilles area (this includes Puerto Rico and the US Virgin Islands).

Tropical Storms & Other Emergencies - These public notices provide information on procedures for emergency permitting requirements due to specific tropical storm events or other emergency situations.

Special Issues - These are public notices that involve the Regulatory program but which are generally not limited to one particular geographic area. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, re-issuance of General Permits or Nationwide Permits, changes to guidance and policies, etc.

Administrative Penalty - These public notices provide information associated with Administrative Penalties. An Administrative Penalty can be assessed to address violations associated with issued Department of the Army permits.

FINAL REGIONAL CONDITIONS FOR THE 2021 NATIONWIDE PERMITS IN JACKSONVILLE DISTRICT

The enclosure provides Jacksonville District’s final Regional Conditions for the 41 Nationwide Permits (NWPs) that become effective on February 25, 2022.

The enclosure also incorporates modified Regional Conditions for the 16 NWPs that became effective on March 15, 2021. The modified Regional Conditions will be applied on and after February 25, 2022, except for prior verifications or activities described at paragraph A.2.a. of the enclosure. The three changes are: Regional Condition 45 (Tribal Rights and Authorities) has been added; Regional Condition 2.b. has been modified to specify that the description of a project location shall include the latitude and longitude; and Regional Condition 36 has been modified by adding a superscript that refers to new text at F.3., which clarifies NWP 43’s pre-construction notification requirements.

Correction for NWP 52. Published in the May 20, 2021 Federal Register (86 FR 27274) that is available for viewing at: https://www.federalregister.gov/documents/2021/05/20/2021-10623/reissuance-and-modification-of-nationwide-permits-correction. The correction inserts the following text as a prefix to the original 3rd paragraph of NWP 52 in the 3rd column on page 2863 of the January 13, 2021 Federal Register (86 FR 2744): ‘‘The discharge must not cause the loss of greater than 1/2-acre of waters of the United States.”
