Construction Contract Administration Branch

The Contract Administration Branch (CAB) is responsible for providing support to the District and Construction Division as well as the Area and Resident Offices in contract administration. Members of the CAB work as an integrated team and are trained to perform cross-functional duties. The primary objective is to support the timely delivery and execution of post-award contract actions on time and within budget, by providing responsive, high quality contract administration and technical support.

The team is responsible for staff actions related to:

  • Performing specialized reviews of contract modification packages
  • Providing technical/price/cost analysis of contractor REA claims
  • Preparing Price Objective Memorandums (POMs) and Price Negotiation Memorandums (PNMs)
  • Assisting in processing Contracting Officer Representative (COR) and Administrative Contracting Officer (ACO) nominations for awarded contracts
  • Providing technical assistance to Area, Resident and Project offices in the preparation and negotiation of unusual or difficult modifications
  • Coordinating investigations of contractor claims, and preparation of Findings of Facts and technical presentations to be used by contracting officers in issuing their decisions and by counsel in presenting these claims to the Engineer Board of Contract Appeals and the U.S. Court of Claims
  • Participating in Alternate Disputes Resolution (ADR) procedures and in the preparation of pre and post-negotiation documents to implement settlements reached as a result of these ADR procedures
  • Performing technical analysis of proposals submitted on contracts to be awarded to Small Disadvantaged Business (SDB) concerns and assisting Contracting Division in negotiations with SDB concerns
  • Preparing Determination and Finding of Facts for exercising options as required in order to award options on construction contracts
  • Producing conformed sets of plans and specifications
  • Monitoring and reporting on the status of Defense Acquisition Workforce Improvement Act (DAWIA) training completed by construction personnel
  • Monitoring and providing reports regarding status of claims, modifications, undefinitized contract actions and physically complete projects
  • Maintaining claim files for Construction Division
  • Managing the Contractor Performance Assessment Reporting System (CPARS)
  • Preparing contractor Past Performance Confidence Evaluations on CT SBA 8(a) negotiated contracts
  • Performing files searches of construction records and providing documents complying with Freedom of Information Act search requests
  • Coordinating contract closeouts and final payments
