Biscayne Bay Coastal Wetlands

1. DESCRIPTION
The goal of the Biscayne Bay Coastal Wetlands (BBCW) project is to improve the delivery efficiency of fresh water within Biscayne National Park. This is to be achieved by redistributing the freshwater flow, minimizing point source discharges, preserving, and restoring the natural coastal wetlands habitat, re-establishing connectivity between the coastal and adjacent wetlands, delivering fresh water to historical tidal creeks, hydrating areas (tidal wetlands) susceptible to hypersaline conditions during extended dry periods, improving near shore salinity regimes, and re-establishing productive nursery habitats. These goals will be achieved by the operation of the following features:
- Deering Estate: Deering Estate, Culverts S-23A, B, C, & D, Pump Stations S-712A, & S-712B
- L-31E Flow Way: S-708 Culverts, Pump Stations S-703 and spreader channel, S-705 with culvert, S-706 A/B/C, S-709 with culvert, S-710 with dissipation/ spreader basin; S-711 and seepage canal, and the C-711W seepage canal and berm
- Cutler Wetlands: Pump station S-701 & ancillary features (conveyance channel, box culvert under SW 97th Ave, micro-tunneling under SW 87th Ave, spreader canal, and ditch plugs)

4. STATUS
Design and construction of the features in the scope of work for this project were divided between the South Florida Water Management District (SFWMD) and Jacksonville District. After commissioning and operational testing and monitoring, the features will be transferred to SFWMD, who will operate those facilities.
SFWMD used four contracts to construct the features at the Deering Estate (Contract 1), the S-23A/B/C/D culverts (contract 2), the S-712A/B culverts (Contract 3), the L-31E Flow way, S-706 A/B/C, and S-708 culverts (contract 4). Construction of these features has been completed and they are in operation.
Jacksonville District is using five contracts to construct pump stations S-706 (contract 5A), S-703 (contract 5B), pump stations S-710 & S-711 (contract 5C). Construction under contract 5A/B is to be completed in the fall of 2023, and construction under contract 5C is to be completed in late 2024.
Jacksonville is using two contracts to design the remaining features, Cutler Wetlands pump station S-701 (contract 6A), and the Cutler Wetlands Ancillary Features (contract 6B).
