Public Notice Notifications

The Jacksonville District currently has five categories of public notice notification mailing lists. If you wish to receive email notifications when new public notices are added to this page, please send a request to Regulatory Webmaster.  Each category is described below. Be sure to specify which list(s) you want to be included on.

Florida - This includes all public notices for projects being reviewed for Standard Permits within the State of Florida.

Antilles - This includes all public notices for projects being reviewed for Standard Permits within the Antilles area (this includes Puerto Rico and the US Virgin Islands).

Tropical Storms & Other Emergencies - These public notices provide information on procedures for emergency permitting requirements due to specific tropical storm events or other emergency situations.

Special Issues - These are public notices that involve the Regulatory program but which are generally not limited to one particular geographic area. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, re-issuance of General Permits or Nationwide Permits, changes to guidance and policies, etc.

Administrative Penalty - These public notices provide information associated with Administrative Penalties. An Administrative Penalty can be assessed to address violations associated with issued Department of the Army permits.

    Polk County. Polk County Roads and Drainage. Winter Haven. FL. PROJECT PURPOSE: Basic: The basic project purpose is to improve traffic circulation. Where the activity associated with a discharge which is proposed for a special aquatic site, including wetlands (defined at 40 CFR 230 Subpart E) does not require access or proximity to or siting within the special aquatic site to fulfill its basic purpose (i.e., is not ‘‘water dependent’’), practicable alternatives that do not involve discharges to special aquatic sites are presumed to be available, unless clearly demonstrated otherwise. In addition, where a discharge is proposed for a special aquatic site, all practicable alternatives to the proposed discharge which do not involve a discharge into a special aquatic site are presumed to have less adverse impact on the aquatic ecosystem, unless clearly demonstrated otherwise. The basic project purpose (to improve traffic circulation) is not considered a water dependent activity. Overall: The overall project purpose is to provide improved system linkage and traffic flow in the area by providing more direct connectivity between U.S. 17 and U.S. 27

    Palm Beach County. Dack Beeline, LLC. Royal Palm Beach. FL. PROJECT PURPOSE: To expand an existing soil composting facility. Overall: The applicant proposes fill impacts to 2.93 acres of wetland area within a portion of the 10-acre property for the expansion of existing (active) soil composting facilities (1.98-acre impacts to forested Wetland 1 and 0.95-acre impacts to herbaceous Wetland 2). Approximately 20,000 cubic yards of clean imported fill would be utilized for impacts to on-site wetlands. A 25’ vegetative buffer would be added by the applicant along the eastern and southern project boundaries. A permit for the existing facility was acquired by the Applicant from the State of Florida (South Florida Water Management District (SFWMD), Individual Environmental Resource Permit (ERP) No. 50-109564-P). A wetland area and canal, located to the north of these project limits, would not be included in this proposed (Phase II) expansion.
