Charlotte County Coastal Storm Risk Management Study

The Charlotte County Coastal Storm Risk Management Study is currently under development.  
Charlotte County is a U.S. county located in southwestern Florida. As of the 2020 census, the population was 186,847. Its county seat is Punta Gorda. Charlotte County comprises the Punta Gorda, FL Metropolitan Statistical Area, which is included in the North Port-Bradenton, Florida Combined Statistical Area.

This study will assess the shoreline problems and provide possible Coastal Storm Risk Management alternatives to reduce risk to infrastructure located along specific areas of Charlotte County, Florida

 

 

The purpose of this study is to determine whether there is Federal interest in a plan to reduce damages to property and infrastructure as a result of erosion, wave attack, and flooding from coastal storms and hurricanes along the coastlines. 



 

  • Primary authority: Section 2 of the River and Harbor Act of 1930, Public Law 71-520, as amended by Section 103 of the River and Harbor Act of 1960, Public Law 86-645 (33 U.S.C. 426)

"The Chief of Engineers of the United States Army, under the direction of the Secretary of the Army, is authorized and directed to cause investigations and studies to be made in cooperation with the appropriate agencies of the various States on the Atlantic, Pacific, and gulf coasts and on the Great Lakes, and of the States of Alaska and Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States, with a view to devising effective means of preventing erosion of the shores of coastal and lake waters by waves and currents; and any expenses incident and necessary thereto may be paid from funds appropriated for General Investigations, Civil Functions, Department of the Army..."



 

 

This study considers the main problem within the Charlotte County focus areas to be coastal storms causing damage to structures and infrastructure due to wave attack, flooding and erosion.

Hurricane and coastal storms are responsible for significant damages to structures and infrastructure due to wave attack, flooding and erosion . These storm events threaten public and private properties, critical infrastructure as well as recreational and beach areas. Many structures are located along the majority of the study area, including commercial businesses, hotels, condominiums, single family homes. Homeowners and businesses seeking to protect their property have constructed some shore protection measures, such as seawalls, large stone revetments and gabions. Some of the structures and materials used are inadequate to provide significant storm damage protection and are often constructed in an uncoordinated fashion without regard to system-wide coastal processes, exacerbating erosion on adjacent shorelines



 

  • The Project Delivery Team (PDT) has initiated modeling efforts to establish Future Without Project (FWOP) conditions. Additionally, the PDT is actively working to update the structural inventory present within the study area, which will also help inform the FWOP conditions.

Community Meetings

A Community meeting is scheduled for Jan. 22, 2025 .  The onsite and virtual community engagement events are planned. Location and exact timing are to be determined and announced soon.
