Public Notice Notifications

The Jacksonville District currently has five categories of public notice notification mailing lists. If you wish to receive email notifications when new public notices are added to this page, please send a request to Regulatory Webmaster.  Each category is described below. Be sure to specify which list(s) you want to be included on.

Florida - This includes all public notices for projects being reviewed for Standard Permits within the State of Florida.

Antilles - This includes all public notices for projects being reviewed for Standard Permits within the Antilles area (this includes Puerto Rico and the US Virgin Islands).

Tropical Storms & Other Emergencies - These public notices provide information on procedures for emergency permitting requirements due to specific tropical storm events or other emergency situations.

Special Issues - These are public notices that involve the Regulatory program but which are generally not limited to one particular geographic area. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, re-issuance of General Permits or Nationwide Permits, changes to guidance and policies, etc.

Administrative Penalty - These public notices provide information associated with Administrative Penalties. An Administrative Penalty can be assessed to address violations associated with issued Department of the Army permits.

TO WHOM IT MAY CONCERN: This district has received a complete modification request proposing the modification of an existing mitigation bank pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344) as described below:

WATERWAY & LOCATION: The project site, known as Big Cypress Mitigation Bank Phase I-V (BCMB-I), is located approximately 12 miles northeast of the intersection of Interstate 75 and State Road 29, adjacent to the Hendry County – Collier County border, in Sections 26 and 35, Township 48 South, Range 31 East, Hendry County, Florida.

BACKGROUND: This Public Notice is issued to advertise requested revisions to the final Mitigation Banking Instrument (MBI) approved on May 24, 2000. The modifications/revisions include changes to the work plan (planting, monitoring, success, hydrologic enhancement structures), maintenance plan (strategies for exotic and nuisance control), and utilization of the bank.

Because of the numerous changes a full copy of the BCMB modification is available for review on the Regulatory In lieu fee and Bank Information Tracking System web site (RIBITS) at the following web address: http://ribits.usace.army.mil. Once on RIBITS, on the left side of the page in the FILTER VIEW section select the radio button for USACE District and "Jacksonville" in the dropdown list box. After the page refreshes, click on "Banks & ILF Sites" link located in the upper left side of the page. From the list provided select “Big Cypress MB, Phase I-V.” After being redirected to the BCMB-I page, click on "Cyber Repository" (located near the top center of the page) to access all of the documents associated with the project. Click the arrow to the left of “Modification” to expand the folder. Click the arrow to the left of “2018 Modification” to view the documents associated with this modification request.

Comments regarding the proposed modification should be submitted in writing to the attention of the District Engineer at the Corps of Engineers, Jacksonville District, North Permits Section, Mitigation Review Team, P.O. Box 4970, Jacksonville, Florida 32232-0019 within 30 days from the date of this notice.
