SAN JUAN, PR. (July 20, 2023) – (Right to Left) Brig. Gen. Daniel Hibner, U.S. Army Corps of Engineers South Atlantic Division commanding general, passes the Task Force flag to Army Col. Charles L. Decker as he takes command of the U.S. Army Corps of Engineers Task Force Virgin Island/Puerto Rico (TF-VIPR) today during a change of command ceremony at the Fort Buchanan Army Post in San Juan. He becomes the 1st commander of the highly anticipated Task Force.
