Published April 19, 2024

JACKSONVILLE, Florida (Mar 12, 2024) – The U.S. Army Corps of Engineers, Jacksonville District  pursuant to the National Environmental Policy Act, is issuing this Notice of Availability of the Draft Supplemental Environmental Assessment (EA) and Proposed Finding of No Significant Impact (FONSI) for Partial Funding to Additional Water Quality Improvements, Key Largo Wastewater Treatment District, a component of the Florida Keys Water Quality Improvement Program.

The proposed changes eligible for partial funding include:

      a. Wastewater treatment facility improvements (e.g. new tanks, equipment, lightning protection, security rooms)

      b. Vacuum pump improvement (e.g. monitoring, upgrades)

      c. Reclaimed waters project delivering water to John Pennekamp Coral Reef State Park

The 2005 Florida Keys Water Quality Improvement Program Final Programmatic Environmental Impact Statement and Record of Decision (2005 EIS) to which this supplemental EA is supplementing, evaluated water quality improvement projects throughout the Florida Keys that could be completed by the municipalities with federal financial assistance. The proposed work will be completed by the Key Largo Wastewater Treatment District which falls within the original scope of the 2005 EIS but is located within basins and facilities that were not originally evaluated. The supplemental EA identifies that no significant environmental impacts will occur should the projects be partially funded by the federal government.

The draft EA and proposed FONSI are available for your review on the Jacksonville District, U.S. Army Corps of Engineers (Corps) Environmental Documents website at

USACE is requesting that any comments be submitted via email to within 30 days of the date of the letter. Questions concerning the proposed action can be submitted to Mr. Samuel Hans by email or contact him by phone at (904) 232-1036.
