Public Notice Notifications

The Jacksonville District currently has five categories of public notice notification mailing lists. If you wish to receive email notifications when new public notices are added to this page, please send a request to Regulatory Webmaster.  Each category is described below. Be sure to specify which list(s) you want to be included on.

Florida - This includes all public notices for projects being reviewed for Standard Permits within the State of Florida.

Antilles - This includes all public notices for projects being reviewed for Standard Permits within the Antilles area (this includes Puerto Rico and the US Virgin Islands).

Tropical Storms & Other Emergencies - These public notices provide information on procedures for emergency permitting requirements due to specific tropical storm events or other emergency situations.

Special Issues - These are public notices that involve the Regulatory program but which are generally not limited to one particular geographic area. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, re-issuance of General Permits or Nationwide Permits, changes to guidance and policies, etc.

Administrative Penalty - These public notices provide information associated with Administrative Penalties. An Administrative Penalty can be assessed to address violations associated with issued Department of the Army permits.

TO WHOM IT MAY CONCERN: The Jacksonville District, U.S. Army Corps of Engineers (Corps) Palm Beach Gardens Permits Section will be modifying the accepted date for conducting a submerged aquatic vegetation (SAV) survey.

The purpose of modifying the accepted date is to be consistent with other federal agencies and with the Department of the Army Permit State Programmatic General Permit (SPGP V). Based on the best scientific and commercial data available, the Palm Beach Gardens Section is considering only accepting SAV surveys performed between June 1st and September 30th of each year, with the sole exception that seagrass survey for Johnson’s seagrass can be performed at any time during the year. The revised survey window applies only to the coastal counties within the Palm Beach Gardens Section area of responsibility which includes St. Lucie, Martin, Palm Beach, and Broward. This change will go into effect for the 2018 seagrass season.

While this modification of accepting Johnson’s seagrass surveys year round will not be consistent with the language in Corps’ and National Marine Fisheries Service’s (NMFS’s) jointly-developed October 2002 Key for Construction Conditions for Docks or Other Minor Structures Constructed in or over Johnson’s Seagrass and the associated August 2001 Dock Construction Guidelines in Florida for Docks or Other Minor Structures Constructed in or over Submerged Aquatic Vegetation, Marsh, or Mangrove Habitat; it is consistent with the more recent NMFS’s Statewide Programmatic Biological Opinion (SWPBO) dated December 4, 2015. Therefore, the Palm Beach Gardens Permitting Section will act in accordance with the most recent document, SWPBO.
