Workers staff an Army Corps of Engineers Emergency Response & Recovery Office (ERRO) following the 2004 hurricanes in Florida. The purpose of the recovery field office is the management and execution of FEMA recovery missions assigned to the Corps. In 2004, those missions included temporary roofing (a/k/a the “Blue Roof” Program), temporary housing, power, ice, and water.
