1. DESCRIPTION

This Continuing Authorities Program study was authorized under Section 14 of the Flood Control Act of 1948 as amended. Loiza is an economically disadvantaged community located on Puerto Rico’s northern coast, approximately 16 miles east of San Juan. The recommended plan to provide emergency shoreline protection consists of placing a continuous rock revetment along approximately 1,050 feet of shoreline in front of the public road, Head Start public school, and community center. Hurricane and coastal storm damages including inundation, erosion, and wave attacks along the Loiza shoreline threaten infrastructure and beach access for recreation and contribute to public safety hazards. Infrastructure located along the project area include commercial businesses, residential homes, roads, a public school, public parkland, and public beach access points. A number of structures are located directly along the shoreline and have suffered damage from coastal storms.

The construction contract was awarded on 28 September 2019 for $3.36M. Construction is ongoing. Construction was completed November 2021.
