1. DESCRIPTION
House Resolution dated 14 September 1995 authorized the study for Lido Key. House Document 91-320, de-authorized the project on 1 January 1990, in accordance with the provisions of Section 1001(b)(1) of the Water Resources Development Act (WRDA) 1986. Section 364 of the WRDA of 1999 reauthorized the project. The project area comprises 8,280 feet of the Lido Key Gulf of Mexico shoreline..

4. STATUS
The project received work plan funds in the amount of $13.426M for construction in FY18 and $1.297M in FY20. The Finding of No Significant Impact (FONSI) was signed on 30 July 2018. A Project Partnership Agreement (PPA) was executed in September 2018. The construction contract for initial beach nourishment and construction of two groins was awarded on 19 March 2020. The project includes nourishment of approximately 1.56 miles of shoreline (FDEP R-Monuments: 35-44) and two groins near the southern end of the project. Initial beach construction was completed in December 2020 and construction of the groins was completed in April 2021. Physical and environmental monitoring is ongoing as required by permit.
Historical: A Pre-Construction Engineering and Design (PED) Agreement was executed to initiate Plans and Specifications in FY07. The quantity of sand in previously identified offshore borrow areas has been reduced because of Florida Department of Environmental Protection (FDEP)/State requirements. An extensive search for an offshore borrow area provided negative results. Big Sarasota Pass has been identified as a new additional sand source area. Environmental & Archeological surveys along with geotechnical vibracores were conducted and collected on the new borrow area footprints. This information will be utilized for the on-going required National Environmental Policy Act (NEPA) analysis and State permitting. A NEPA scoping meeting was held on July 2014. A Draft Environmental Assessment (EA) was released for public comments on March 2015. NEPA public meetings were held on July 2015. FDEP issued the notice of intent for the Joint Coastal Permit on 22 December 2016. An administrative hearing was held in December 2017 and the ruling was in favor of Jacksonville District.
