1. DESCRIPTION

Horseshoe Cove is a federal navigation project located on the Gulf coast of Florida, about 80 miles north of Tampa. The authorized project consists of a channel 1.75 miles long and 6 feet deep from the Gulf to the village of Horseshoe Beach. It includes an irregular-shaped boat basin at the shoreward end of the project with an authorized depth of 6 feet. The original channel was constructed in 1959. Project condition surveys have been conducted periodically since original construction.

4. STATUS

Bi-Partisan Budget Act of 2018, Supplemental funds were provided to complete maintenance dredging of approximately 84,000 cubic yards (cy) of shoal material from Horseshoe Cove Entrance Channel and Turning Basin.

The project was awarded on 6 December 2018 and work began shortly after to dredge the required depth of 6-feet plus 1-foot allowable over depth with material being placed in the upland disposal area located approximately 4,600 feet northeast of the Turning Basin. The contractor was terminated for default on 6 Nov 2019 because of a failure to perform the required work within the performance period under the terms of the contract.

A penal sum in the amount of ~$2.1M was received from the surety company in July 2020. Construction activities were resolicited in October 2020, and a new contract was awarded on 30 Nov 2020. The contract’s scope of work consisted of 6’ + 1’ allowable over depth of the channel and a turning basin totaling approximately 106,000 cubic yards of material. The material was disposed of in the Dixie County dredged material management area (DMMA). A Notice to Proceed was issued on 15 Dec 2020, and construction activities were completed on 30 Sep 2021. Approximately 102,300 cubic yards of material was removed and placed in the DMMA.
