1. DESCRIPTION
The Water Resources Development Act (WRDA) of 2000, Section 601 (b)(1)(A), authorized the Comprehensive Everglades Restoration Plan (CERP) as the framework for restoration of the South Florida ecosystem. The Biscayne Bay and Southeastern Everglades Ecosystem Restoration (BBSEER) Project is a combination of the Biscayne Bay Coastal Wetlands Phase II Project and the C-111 Spreader Canal Eastern Project. Both projects are authorized under WRDA 2000 and will require new authorization after development of the PIR. The purpose of the BBSEER Project is to implement Phase 2 of the preferred alternative of the Biscayne Bay Coastal Wetlands (BBCW) project, the C-111 East Spreader Canal (ESC), and the remaining local CERP components and potential water sources that may contribute to achieving the project’s goals and objectives.

4. STATUS
In January of 2019, the SFWMD requested that the Corps develop a Project Management Plan and Scope of Study for the Phase 2 portion of the BBCW project as referenced in the PIR. In July of 2019, the SFWMD requested that the BBCW Phase 2 and the C-111 ESC projects be planned simultaneously since they dovetail to get much needed flows to the southeastern coastal estuaries. The PMP is drafted and planning efforts are scheduled to start in late FY20.
