1. DESCRIPTION
The Inspection of Completed Works (ICW) program includes the inspection of federal flood control projects which have non-federal sponsors responsible for operation, maintenance, repair, replacement, and rehabilitation (OMRR&R) or as otherwise specified in Project Cooperation Agreements (PCA), Local Cooperation Agreements (LCA), and other agreements based on Section 221 of the Flood Control Act of 1970 (PL) 91-611) or other legislation. The primary purposes of these inspections are to prevent loss of life and catastrophic damages; preserve the value of the Federal investment; and to encourage non-federal sponsors to bear responsibility for their own protection. This program is to assure sponsor compliance with existing agreements that the structures and facilities constructed by the United States for flood protection will be continuously maintained in such a manner and operated at such times and for such periods as necessary to obtain the maximum benefits. District program includes above listed Congressional Districts.

4. STATUS
The O&M funding allocated in FY2022 will be expended to inspect federally authorized/constructed flood risk reduction projects that are operated and maintained by a non-Federal sponsor to comply with Federal regulations and policies for flood control projects. Funds will be expended to conduct coordinated inspections on the most critical aspects of the system which contains 32 miles of levees and 100 structures within Puerto Rico. The O&M portfolio and the Dam and Levee Safety Programs have increased the Sponsor’s superintendent responsibilities to ensure safety for their respective constituents. As a result, funding has increased in recent years, however, despite efficient business practices, the FY2022 funding is inadequate to support the all of the District’s project portfolio and requirement to comply with all HQ direction on dam and levee inspections.
