San Juan Harbor is located in the north coast of Puerto Pico and is the Island’s principal port. The majority of the commonwealth’s waterborne cargo and cruise ships pass through San Juan Harbor. The harbor currently suffers from shipping inefficiencies due to limited channel width and safety restrictions which do not allow for two-way traffic. Certain sizes of container and cargo vessels cannot exit the port through the Graving Dock area due to limited depth and width and have to turn and transit by the Army Terminal creating delays with incoming ships using the same channels. Cruise ship docking has also reached its full capacity.

The study was completed under budget (~$2.7M) and nearly a month ahead of schedule. Project was subsequently authorized for construction in Water Resources Development Act (WRDA) 2018. Pre-Construction, Engineering and Design (PED) phase was fully funded by the FY19 Work Plan. The Design Agreement was executed on 24 May 2019. Section 103 testing and geotechnical investigations are scheduled to begin during the summer of 2020.
