This project was authorized by the Water Resources Development Act (WRDA) 2007, Section 5127 (H.R.1495) contingent on the review and approval of the, non-Federal sponsor prepared, feasibility report by the Assistant Secretary of the Army (ASA) Civil Works (CW). The Martin Peña Canal is a tidal canal approximately 3.8 miles long connecting San Juan Bay and the San Jose Lagoon in metropolitan San Juan. The drainage area of the canal is about 2,500 acres. In 1988 the first 2.0 miles from San Juan Bay eastward to Munoz Rivera Avenue was dredged to 200 feet wide by 10 feet deep to provide a navigation channel for an intermodal passenger transport service. Vertical king pile walls line both sides of the channel. Urban development has encroached into the remaining unimproved portion of the canal and untreated discharge of local household and industrial wastes have left the canal in very poor condition. The current Caño Martín Peña project, as per the WRDA 2007, Section 5127 authorization, consists of a 100 feet wide and 10 feet deep natural bottom channel with a weir under the Martín Peña, Tren Urbano, and Luis Muñoz Rivera bridges involving a 115 feet and 6.5 feet deep channel with riprap on side slopes and articulated concrete mats at the bottom for water velocity, erosion, and scour control; dredging approximately 638,000 cubic yards of mixed materials along 2.2 miles of the eastern Caño Martín Peña; construction of a vertical concrete-capped steel sheet pile wall with hydraulic connections to the surrounding lands; 19.92 acres of open water and 32.98 acres of wetland.

Jacksonville District executed a Memorandum of Agreement with the non-Federal sponsor ENLACE in June 2012 to accept contributed funds in the amount of $350,000 to review and assist in the submittal of the Feasibility Report (FR) and Environmental Impact Statement (EIS) to the ASA (CW) office. The non-Federal sponsor prepared a FR, per WRDA 2007, Section 5127, for review, approval and submittal to ASA (CW) office. The FR & EIS were submitted to ASA (CW) & HQ on 15 January 2016 and approved in June 2016. Jacksonville District is underway in the PED phase of the project, which is scheduled to be completed in the fall of 2019. Major tasks that have been completed or are scheduled to be completed by this summer are topographic surveys and geotechnical investigations (for characterization of the dredge material).
