1. DESCRIPTION

The impacts of the hurricane season of 2004 and 2005 emphasized the critical need for shoreline protection throughout St. Lucie County, not just south of the Inlet where the existing Federal project is located. St. Lucie County, the project sponsor, supports the feasibility study 100%. The State of Florida also supports shore protection initiatives for the critically eroding shoreline identified within St. Lucie County.

 

2. FUNDING

4. STATUS

CURRENT:

The Chief of Engineers Report was signed in December 2017. St. Lucie South beach segment has been authorized and received supplemental funding in the Bi-Partisan Budget Act of 2018. Plans and specification for the project are underway. St. Lucie County has recently requested the schedule be moved to 2023, however the schedule can only be moved two years to FY2021 due to the supplemental requirement for completion.

BACKGROUND:

A reconnaissance report was approved August 2003. The feasibility study cost sharing agreement was approved in June 2004 and preparation of the feasibility report began in 2005. Federal funds were provided in FY05 thru FY07, FY09 and FY10 for continuation of the feasibility study and preparation of the feasibility report. The sponsor has conducted 100% of their 50% of the total study cost as work-in-kind contributions.

In 2014 the scope and schedule of the feasibility was re worked to comply with the Corps of Engineers Smart Planning Guidance. In early FY15 $415,000 in Federal funding was provided for continuance of the feasibility based on a compliance memorandum which was received in October 2014. In late FY16, $850,000 in Federal funding was provided which funded the study through completion. The Chief of Engineers Report was signed in December 2017. St. Lucie South beach segment has been authorized and received supplemental funding in the Bi-Partisan Budget Act of 2018.
