JACKSONVILLE, Fla. (Jul. 22, 2025) -- The U.S. Army Corps of Engineers, Jacksonville District (Corps) is beginning preparation of a National Environmental Policy Act (NEPA) document to address rehabilitation efforts for the south jetty of St. Lucie Inlet in Martin County, Florida. The Corps is the Federal agency responsible for maintenance of navigational measures such as jetties. The non-federal sponsor (NFS) for the proposed rehabilitation efforts is Martin County. The Corps is currently gathering information to define issues and concerns that will be addressed in an analysis to be prepared in compliance with the NEPA.
The St. Lucie Inlet is in Martin County, Florida on the east coast of the state just north of Jupiter, Florida (see Figures 1, 2, and 3). Within the project vicinity there are seagrasses, threatened and endangered species, designated critical habitat, wetlands (including mangroves), and other fish and wildlife resources.
The St. Lucie Inlet Federal project was authorized in Section 201 of the Flood Control Act of 1965 (PL 89-298) as amended by Section 131 of the 1976 Water Resources Development Act, in accordance with House Document Number 93-294, 93rd Congress. Congressional authorization directed the Corps to construct and maintain a new south jetty with a walkway for fishermen at a length of 1,200 feet with an additional 1,200 feet for deferred construction. The existing south jetty construction was completed in 1982 by the Corps, at an approximate length of just over 1,300 feet with the remaining length deferred indefinitely.
The Corps welcomes your views, comments and information regarding environmental and cultural resources, project objectives, and important features within the described project area. In accordance with the Corps' commitment to public participation and stakeholder engagement, you are encouraged to share this scoping letter broadly with other interested parties, organizations, or stakeholders who may have an interest and/or wish to provide input.
The Corps will accept written comments regarding the proposed project via email to CESAJ-StLucieJetty@usace.army.mil or by U.S. mail to the letterhead address for 30 calendar days from the date of this letter. All individuals who respond with comments will be included in future mailings. Others may be added to the mailing by making a written request by email to the address above. All comments will be passed to the project delivery team to inform the planning and development of the NEPA document.
