Biscayne Bay Coastal Wetlands

1. DESCRIPTION
The goal of the Biscayne Bay Coastal Wetlands (BBCW) project is to improve the delivery efficiency of fresh water within Biscayne National Park. This is to be achieved by redistributing the freshwater flow, minimizing point source discharges, preserving and restoring the natural coastal wetlands habitat, re-establishing connectivity between the coastal and adjacent wetlands, delivering fresh water to historical tidal creeks, hydrating areas (tidal wetlands) susceptible to hypersaline conditions during extended dry periods, improving near shore salinity regimes, and re-establishing productive nursery habitats. These goals will be achieved by the operation of the following features:
- Deering Estate: C-100A spur canal extension, S-700 Pump Station, culvert crossing at Old Cutler Rd., Outflow Structure, and Wetland
- L-31E Flow Way: S-23A, B, C, D Culverts; S-712A and S-712B Culverts; S-706A, B, C, and S-708 Culverts; Pump Station S-703 with spreader channel; Pump Station S-705; S-709 Pump Station; S-710 Pump Station with dissipation/ spreader basin; S-711 Pump Station with seepage canal; C-711W seepage canal with berm.
- Cutler Wetlands (C-1 Flow Way): Pump station S-701 & ancillary features (conveyance channel, box culvert under SW 97th Ave, micro-tunneling under SW 87th Ave, spreader canal, and ditch plugs)

4. STATUS
Design and construction of the features in the scope of work for this project were divided between the South Florida Water Management District (SFWMD) and Jacksonville District. After commissioning and operational testing and monitoring period (OTMP), the features are transferred to SFWMD, who operates those facilities.
SFWMD constructed the Deering Estate features: (Contract 1), S-23A/B/C/D culverts (contract 2), the S-712A/B culverts (Contract 3), the L-31E Flow way, S-706 A/B/C, and S-708 culverts (contract 4). Construction of these features is complete and they are in operation.
Jacksonville District has lead efforts to construct pump stations S-705 (contract 5A), S-703 (contract 5B), and S-710 & S-711 (contract 5C). Construction of contracts 5A and 5B is complete, the features are in OTMP, and scheduled to be in operation and maintenance in May 2025 and Oct 2025, respectively. Construction of contract 5C is scheduled to be complete in 2025.
SFWMD is currently constructing the Cutler Wetlands features: pump station S-701 (contract 6A), and the Cutler Wetlands Ancillary Features (contract 6B). Construction on both contracts is projected to be completed by end of 2025, and OTMP complete in 2026.
