Public Notice Notifications

The Jacksonville District currently has five categories of public notice notification mailing lists. If you wish to receive email notifications when new public notices are added to this page, please send a request to Regulatory Webmaster.  Each category is described below. Be sure to specify which list(s) you want to be included on.

Florida - This includes all public notices for projects being reviewed for Standard Permits within the State of Florida.

Antilles - This includes all public notices for projects being reviewed for Standard Permits within the Antilles area (this includes Puerto Rico and the US Virgin Islands).

Tropical Storms & Other Emergencies - These public notices provide information on procedures for emergency permitting requirements due to specific tropical storm events or other emergency situations.

Special Issues - These are public notices that involve the Regulatory program but which are generally not limited to one particular geographic area. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, re-issuance of General Permits or Nationwide Permits, changes to guidance and policies, etc.

Administrative Penalty - These public notices provide information associated with Administrative Penalties. An Administrative Penalty can be assessed to address violations associated with issued Department of the Army permits.

This is an advisory Special Public Notice to announce to the public updated guidance developed by the U.S. Army Corps of Engineers, Jacksonville District for the establishment and use of a Proximity Factor Tool for determining the amount of compensatory mitigation required for Department of the Army (DA) permits. A full copy of this guidance titled "Standard Operating Procedure - Assessing a Proximity Factor for Compensatory Mitigation Required to Offset Unavoidable Impacts to Waters of the United States", dated October 4, 2024, is attached to the Public Notice.  The Proximity Factor Tool can also be location on the Jacksonville District Regulatory web page Source Book under the Mitigation tab at the following link: https://www.saj.usace.army.mil/Missions/Regulatory/Source-Book/

A draft version of this guidance was advertised for public comment via Public Notice on August 12, 2022. The final guidance which was revised in response to stakeholder comments was announced in a public notice dated April 3, 2023.  This current guidance has been updated in response to user feedback to provide clarity regarding entering information into the Proximity Factor Tool table. To ensure no less than a 1:1 mitigation ratio, a numerical value of 1 as opposed to 0 was included in the table along with a revision to the associated instructional guidance.  In addition, information that was missing from the table was also added.  Lastly, guidance related to Puerto Rico and the U.S. Virgin Islands was removed due to these locations being transferred from the Jacksonville District to the newly established Caribbean District.
