RECOVER Organization

Restoration, Coordination, Verification (RECOVER) is an interdisciplinary collaboration of agencies, tribes, and institutions that conducts scientific and technical evaluations and assessments to improve the ability of Comprehensive Everglades Restoration Plan (CERP) to restore, preserve, and protect the South Florida ecosystem while providing for the region’s other water-related needs.

Two program managers, one each from the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District (SFWMD), jointly provide oversight of RECOVER. RECOVER is organized into the RECOVER Leadership Group (RLG), RECOVER Executive Committee (REC), Regional Coordinators (RC) and Task Teams.

RECOVER Leadership Group

he RECOVER Leadership Group (RLG) serves as a “board of directors” for RECOVER teams, provides a forum for agency perspectives, brings agency resources to RECOVER, and reports on the activities of RECOVER and shares information developed by RECOVER. The RLG consists of the RECOVER program managers, one each from the Corps and SFWMD, plus one member from each of the following: 

RECOVER Executive Committee

The RECOVER Executive Committee (REC) coordinates, prioritizes, and integrates activities of the RECOVER team and ensures the quality of RECOVER products, including agency, public, and peer reviews. 

The REC is made up of appointed RLG representatives from the two implementing agencies and from the Department of the Interior (U.S. Fish and Wildlife Service and National Park Service). 

Regional Coordinators

Regional Coordinators guide assessments and evaluations for the five RECOVER Regional Modules and execute work for RECOVER’s integration of planning, evaluation, and assessment activities. RECOVER Regional Modules include:

  • Northern Estuaries: St. Lucie Estuary, Southern Indian River Lagoon, and Caloosahatchee Estuary
  • Lake Okeechobee: Littoral, nearshore, and pelagic ecological zones of the lake
  • Greater Everglades: Water Conservation Areas and Everglades National Park
  • Southern Coastal Systems: Florida Bay, Biscayne Bay, and southwest Florida coast
  • Southwest Florida: Big Cypress Basin and southwest Florida coast

Task Teams

Five-year plan task teams execute the task outlined in the RECOVER Five-year Plan. Task Teams include Adaptive Management, Water Supply/Flood Protection, MAP Evaluation, Communication, and other teams identified in the RECOVER Five-Year Plan.
