1. DESCRIPTION
The ongoing feasibility study will analyze coastal flooding from storm surge and waves, both by itself and in addition to the compounding effects from tides, sea level rise, rainfall, and riverine flows with the City of St. Augustine municipal limits. A full array of alternatives to address the coastal flooding problems will be considered as part of the study analysis. The study will also identify the National Economic Development (NED) plan as well as a comprehensive benefits plan that maximizes benefits across the NED, Regional Economic Development, Environmental Quality, and Other Social Effects accounts. The scope also includes a comprehensive community outreach plan with monthly public webinars and quarterly public meetings.

4. STATUS
The PDT is currently tracking identification of the final array of alternatives by June 2025. These alternatives will include a combination of earthen levees, floodwalls, pumpstations, and natural nature-based features for varying heights around the city. Key study milestones include completion of the Tentatively Selected Plan (TSP) in Feb 27, Agency Decision Milestone (ADM) in Nov 27, Final Report Review in May 28 and the Chief of Engineers Report in Sep 28. In April 2025, USACE HQ fully funded all remaining $4.3M study costs (both fed and non-fed) using Disaster Relief Supplemental Appropriations. The initial $3M study cost will continue to be split 50% Fed and 50% Non-Fed with the remaining $4.3M funded at full federal expense.
