1. DESCRIPTION

The study will recommend a coordinated and implementable solution for the Central and Southern Florida (C&SF) Project to provide continued and improved flood risk management to reduce the most immediate risk as a result of changing conditions including climate change, sea level rise, land development, and population growth at the lower east coast of Florida in Palm Beach, Broward, and Miami-Dade Counties. The study area includes the most vulnerable urbanized areas located east of the East Coast Protective Levee, including areas upstream of the vulnerable infrastructure and the consideration of associated impacts downstream. The study is focusing on 18 coastal water control structures characterized as highly vulnerable and the primary canals conveying water to these structures.

4. STATUS

This study is highly important to local stakeholders due to effects of climate change on the C&SF Project infrastructure already being felt in Broward and Dade Counties. Congressional and non-federal sponsor urgency resulted in Feasibility Cost Share Agreement execution on 21 September 22

The original C&SF Flood Resiliency Study initially included 18 structures across four planning reaches. In response to guidance to reduce the study to fewer structures and a smaller geographic area in 2024, the non-federal sponsor and stakeholders supported a plan to address one of the reaches in partnership with Broward County under Section 203, a second reach with state and Federal Emergency Management Agency grants, and defer one basin to a future study. This resulted in the current scope with a limited study focusing on Reach C, the Miami River and Nearby Basins planning reach. The C&SF Flood Resiliency Study (Reach C) focuses on reducing flood damage resulting from fluvial (riverine) flooding upstream of 4 coastal water control structures in the Miami River Basin.

The scope, schedule, and budget will exceed the requirements in Section 1001 of WRRDA 2014. A request for additional resources has been developed due to the complexity of the study, to advance the design maturity, and to fully engage and coordinate many stakeholders and the public in the planning process. The request was endorsed by HQ USACE in April 2025 and is under review with the ASA (CW) for approval. The study is targeting completion in July 2029 with approval in WRDA 2030.
