The navigation project at Port Everglades is authorized by the River and Harbors Act of 1930, as amended. The Port Everglades study is authorized through House Document 126, 103rd Congress, 1st Session, and House Document 144, 93rd Congress, and by a resolution of the House Committee on Transportation dated 9 May 1996. In response to the study authority, the feasibility study was initiated in 1997. The Chief of Engineers Report, dated 25 June 2015, submitted the Final Feasibility Report and Environmental Impact Statement on navigation improvements for Port Everglades, Broward County, Florida to the Assistant Secretary of the Army (ASA) Civil Works (CW) for transmission to Congress. The ASA (CW) signed the Record of Decision and transmitted the report to Congress on 29 January 2016. The Port Everglades Navigation Improvements Project is authorized for construction in Section 1401(1.)(4.) of the Water Resources Development Act (WRDA) of 2016. The Project consists of widening and deepening major channels and basins within the Port, along with environmental mitigation, monitoring and coral propagation. Another segment of the project is a reconfiguration of the U.S. Coast Guard (USCG) Station Ft. Lauderdale that is necessary to allow channel widening.

The Planning, Engineering and Design (PED) phase is underway for the Project and is fully funded to completion. The project will compete for a construction New Start status. The project is undergoing significant environmental analysis by supplementing the National Environmental Policy Act (NEPA), supplementing the consultation under the Endangered Species Act (ESA), obtaining a Water Quality Certification and completing Section 103 concurrence. The environmental tasks to be completed before construction are underwater reconnaissance benthic habitat surveys, underwater ESA coral surveys, updating the environmental monitoring and mitigation plan, completing a sediment particle tracking model to formulate minimization practices for the sedimentation induced from dredging, hosting an industry day to solicit ideas from the dredging industry. From this analysis and feedback, restriction of certain practices with certain dredge types will be written in the contract specifications to ensure that dredge-induced sedimentation to the benthic environment is minimized.
Environmental design, tasks and reports are completed in consultation with an interagency working group with representatives from National Marine Fisheries Service (NMFS), Environmental Protection Agency (EPA), U.S. Fish and Wildlife Service (USFWS), Florida Department of Environmental Protection (FDEP), Florida Wildlife Commission (FWC) and Broward County.
The design and environmental consultation for the reconfiguration of the USCG Station Ft. Lauderdale will be complete in fall 2019 and the environmental consultation and design for the deepening and widening will be complete in winter 2019-20. Construction is pending Congressional appropriation and execution of a Project Partnership Agreement.
