Rio Culebrinas Flood Risk Management Project

Introduction 
The Río Culebrinas Flood Risk Management (FRM) Project will provide 100-year flood event protection to the southwest portions of the Municipality of Aguadilla and the community of Espinar in the Municipality of Aguada by reducing the flows from the Caño Madre Vieja drainage area.


El Proyecto de Gestión del Riesgo de Inundación (GRI) Río Culebrinas proporcionará protección de eventos de inundación de 100 años a las porciones suroeste del Municipio de Aguadilla y la comunidad de Espinar en el Municipio de Aguada al reducir los flujos del área de drenaje de Caño Madre Vieja.

The Non federal sponsor for the project is the Puerto Rico Department of Transportation and Public Works (Departamento de Transportación y Obras Públicas - DTOP).

The Río Culebrinas Flood Risk Management (FRM) Project will provide 100-year flood event protection to the southwest portions of the Municipality of Aguadilla and the community of Espinar in the Municipality of Aguada by reducing the flows from the Caño Madre Vieja drainage area.

The recommended plan for the Río Culebrinas FRM Project is the National Economic Development (NED) plan which consists of two levees with a total length of approximately 3.03km (2.05 miles), interior drainage features, a two-way drainage structure near the north end of a new levee east of Espinar, three one-way drainage structures along a new levee in Aguadilla, a cutoff channel, three paved roadway ramps across the levee, and a wetland mitigation area of approximately 11-12 acres



El Proyecto de Gestión del Riesgo de Inundación (GRI) Río Culebrinas proporcionará protección de eventos de inundación de 100 años a las porciones suroeste del Municipio de Aguadilla y la comunidad de Espinar en el Municipio de Aguada al reducir los flujos del área de drenaje de Caño Madre Vieja.

El plan recomendado para el Proyecto GRI Río Culebrinas es el plan de Desarrollo Económico Nacional (DEN) que consiste en dos diques con una longitud total de aproximadamente 3.03km (2.05 millas), características de drenaje interior, una estructura de drenaje bidireccional cerca del extremo norte de un nuevo dique al este de Espinar, tres estructuras de drenaje unidireccionales a lo largo de un nuevo dique en Aguadilla,  un canal de corte, tres rampas pavimentadas a través del dique y un área de mitigación de humedales de aproximadamente 11-12 acres

 


Large rainfall-driven peak discharges in the Río Culebrinas basin are generally associated with hurricanes, tropical depressions and tropical waves passing over or near Puerto Rico. During the flood season, floodwaters overtopping the Caño Madre Vieja tributary pose potential dangers to surrounding residents, are a source of damage to properties and cause inundation of all major highways and roads in the Río Culebrinas floodplain. The Río Culebrinas FRM Project will provide 100-year flood event protection to the southwest portions of the Municipality of Aguadilla and the community of Espinar in the Municipality of Aguada by reducing the flows from the Caño Madre Vieja drainage area.



Las grandes descargas de agua impulsadas por las lluvias en la cuenca del Río Culebrinas generalmente se asocian con huracanes, depresiones y ondas tropicales que pasan sobre o cerca de Puerto Rico. Durante la temporada de inundaciones, el afluente del Caño Madre Vieja representa peligros potenciales para los residentes circundantes, son una fuente de daños a las propiedades y causan inundaciones en todas las carreteras y caminos principales en la llanura del Río Culebrinas. El Proyecto GRI Río Culebrinas proporcionará protección contra inundaciones de 100 años a las partes suroeste del Municipio de Aguadilla y la comunidad de Espinar en el Municipio de Aguada al reducir los flujos del área de drenaje de Caño Madre Vieja.

Note: As part of upcoming design efforts, USACE will conduct the necessary engineering field surveys. Once this technical information is collected, a Hydrology and Hydraulic (H&H) study will be conducted using the latest rainfall data to validate the project design.

  • On 19 January 2022, USACE announced that the Civil Works studies, projects, and programs that would be initiated in Fiscal Year 2022 with the $22.81 billion in supplemental funding provided in two recently enacted laws — the Infrastructure Investment and Jobs Act (IIJA); and the 2022 Disaster Relief Supplemental Appropriations Act (DRSAA). DRSAA provided additional funding for disaster assistance where losses were suffered due to droughts, hurricanes, wildfires, floods, and other qualifying natural disasters.
