Injury underscores importance of 3R safety message
Flamenco Beach, a popular tourist destination on the island of Culebra, Puerto Rico, where a young girl found, handled and was later burned by unexploded ordnance. The incident, which occurred as Culebra was about to enter its busiest tourist season of the year, underscored the importance of learning and following the 3Rs of explosives safety – Recognize, Retreat and Report.
