Howard (Howie) Gonzales Jr., assumed responsibility as the Deputy District Engineer for Programs and Project Management (DPM) for the U.S. Army Corps of Engineers (USACE) Jacksonville District on Nov. 11, 2022.

Howard (Howie) Gonzales Jr. serves as the Deputy District Engineer for Programs and Project Management (DPM) for the U.S. Army Corps of Engineers (USACE) Jacksonville District. As DPM, he is responsible for programmatic oversight of the planning, design, and construction of Civil Works, Military, and Interagency and International Services for the District. The Jacksonville District’s $1B+ annual program supports numerous programs and projects throughout Florida and the Caribbean.

Mr. Gonzales began his career with the Corps in May 1994 as an Engineering Intern with the USACE New Orleans District. Over the course of his 28+-year career with USACE, he served in many roles at multiple USACE Districts. Prior to assuming his current role, Mr. Gonzales served as the Aquatic Ecosystem Restoration (AER) Business Line Manager, developing AER budgets and budget documents, and as the Investigations Portfolio Manager, providing support to and managing planning and policy products, for the Planning & Policy Division, USACE Headquarters. Mr. Gonzales served as Senior Program Manager and Chief of the Ecosystem Branch, Programs and Project Management Division, with the USACE Jacksonville District where he provided leadership and management to project managers and teams to ensure timely and quality accomplishment of the planning, design, and construction of South Florida Ecosystem Restoration (Everglades Restoration) program and projects (from September 2009 to August 2021), he was a Program Manager with the USACE Sacramento District (from July 2007 to September 2009), a Senior Project Manager with the USACE Albuquerque District (from June 2004 to July 2007), and a Study and Project Manager with the USACE New Orleans District (from January 1995 to June 2004).  Mr. Gonzales also served as a Senior Program Manager for the USACE Gulf Region Division, North District (Tikrit, Iraq) from January to July 2009.  During these periods, he led and managed multiple water resources programs and projects.

Mr. Gonzales was born and raised in New Orleans, Louisiana.  He graduated from the University of New Orleans in December 1994 with a Bachelor of Science Degree in Mechanical Engineering, in 1998 with a Master of Science Degree in Engineering Management, and in 2001 with a Master of Business Administration.
