1. DESCRIPTION
Duval County is located on the upper east coast of Florida within 20 miles of the Florida-Georgia state line. In 1965, approximately 10 miles of the Atlantic shoreline in Duval County was authorized for beach nourishment by Section 301 of the River and Harbor Act. The project includes the ocean frontage of the United States Naval Station at Mayport, Kathryn Abbey Hanna Park, and the cities of Atlantic Beach, Neptune Beach, and Jacksonville Beach. These areas are highly developed with homes, resort hotels, condominiums, and concession facilities throughout. In 1992, a Section 934 (PL 99-662) reevaluation study was approved by the ASA (CW), which extended federal participation in cost sharing for beach nourishment until 2028. WRDA 2024 further extended federal participation in cost sharing until 2040.
The authorized project design includes construction of a protective beach with a level berm 60 feet wide at an elevation 11 feet above mean low water (MLW) including reconstruction of the federal dune feature as needed, with renourishments every four years. Initial construction was completed in 1978 followed by seven renourishments (1986, 1991, 1995, 2005, 2011, 2016, 2019 and 2024).

The most recent renourishment was awarded December 2023 to Great Lakes Dredge & Dock Company for $32,412,200. This FCCE emergency contract was successfully completed November 2024. Post construction environmental monitoring and reporting is ongoing.
