    USACE signs MOA Agreement for Guajataca Dam Repairs

    SAN JUAN, Puerto Rico – The U.S. Army Corps of Engineers South Atlantic Division commander, Brigadier General Daniel Hibner, signed a Memorandum of Agreement on June 29, 2023, with the Puerto Rico Power Authority (PREPA), to initiate the permanent repairs of the Guajataca Dam in Isabela, Puerto Rico. The total estimated cost for this project is around $1 billion. The funds will be received from PREPA with funding from the Federal Emergency Management Agency Disaster Recovery Funds. It is estimated that the permanent repairs will benefit 1,000 people that live directly downstream of the dam and another 250,000 that receive water from the filtration plants in Guajataca, Quebradillas, Isabela, and the mountains of Aguadilla. Governor Pedro Pierluisi was present during the signing ceremony.

    Big year for small business programs office

    "Small business is everyone's business." That is Beth Myers’ motto, and the philosophy she truly believes, lives and works by. As the deputy for the Small Business Programs Office, she knows that it is important for every member of Jacksonville District to understand and support the small business mission. Though she works with contractors and small businesses, one of Myers’ main jobs is to educate the district team. “It takes an entire team to work this program, not just my office,” she said.

    Portugués Dam nears completion

    Despite the threat from Tropical Storm Chantal, more than 30 residents from Ponce, Puerto Rico and surrounding areas attended a meeting July 9 to learn more about Jacksonville District’s Portugués Dam, which is nearing completion after several years of design and construction.

    HHD named Project of the Year

    The American Society of Civil Engineers (ASCE), Palm Beach Branch has given its Outstanding Project of the Year Award to Jacksonville District, for its work in designing and constructing the improvements to reduce the risk of failure at the dike. The award is presented annually by the organization to recognize the best example of an innovative or outstanding design/construction project in Palm Beach County.

    A brief history of the Antilles Office through the eyes of the people

    If the responsibility for the U.S. Army Corps of Engineers office in Puerto Rico was a dance, it would probably be closer to the currently popular “Harlem Shuffle” than a salsa. Though responsibility for the office was shuffled over the years from New York to Panama, then to Puerto Rico, and finally to Jacksonville District, the importance of having a Corps office located on the island has never shifted. Corps civilian and military activities in Puerto Rico include administration, coastal defense projects, facilities construction on military bases and flood risk reduction, as well as maintenance and improvement of inland waterways and harbors. Specific navigation projects have included Arecibo Harbor, San Juan Harbor, and Mayaguez Harbor in Puerto Rico.

    Motivating, recruiting students was driving force behind Engineering Career Day

    A desire to motivate students to pursue engineering degrees and jobs ten years ago by a handful of U.S. Army Corps of Engineers, Jacksonville District engineers and other young professionals resulted in what has become an annual high school competition on Engineering Career Day. These enterprising engineers from several different disciplines within the Corps came up with a plan to make students aware of a possible future in the fields of science, engineering, math and technology via a take home construction competition.

    Milestones reached at Herbert Hoover Dike as dedication to water management balance continues

    The past year saw both low water and high water at Lake Okeechobee, as well as completion of one project and the start of others on Herbert Hoover Dike (HHD). The best news occurred in October, when the last section of cutoff wall in the dike between Port Mayaca and Belle Glade was accepted by Jacksonville District construction representatives. The action meant 21.4 miles of cutoff wall that had been under construction since 2007 was in place, reducing the risk of failure for the southeast portion of the dike.

    Portugues Dam subject of international conference

    From Argentina to Vietnam, 350 representatives from 39 countries gathered in Zaragoza, Spain in late October to discuss dams, and included in the discussion was Jacksonville District’s Portugues Dam. The meeting was billed as the Sixth International Symposium on Roller Compacted Concrete (RCC) Dams. Three representatives of Jacksonville District spoke at the event: Portugues Dam Project Manager Alberto Gonzalez, Portugues Dam Resident Engineer Pablo Vázquez-Ruiz and Portugues Dam Project Geologist John Conway.

    UAV Program Conducts Successful Demonstration

    Nearly 40 people from Jacksonville District and other federal agencies were able to witness the award-winning Unmanned Aerial Vehicle (UAV) system during a demonstration on September 5 near St. Augustine.
