JACKSONVILLE, Fla. — As the U.S. Army celebrates its birthday on June 14, 2026, the U.S. Army Corps of Engineers celebrates its 251st birthday two days later, on June 16th. The Jacksonville District’s continuum legacy stretches back more than 140 years in Florida, combining military engineering expertise, environmental stewardship, navigation improvements, flood-risk reduction, ecosystem restoration and emergency response into one of the most diverse missions in the federal government.
USACE traces its 1775 origin to when the Continental Congress authorized a Chief Engineer for the Continental Army. Since then, Army engineers have supported every major U.S. conflict while helping build and maintain critical infrastructure throughout the nation.
The Jacksonville District’s history dates to 1884, when Army engineers began overseeing navigation improvements in Florida’s waterways and harbors. Today, the district is one of the largest civil works districts in the Corps of Engineers, serving Florida, while executing projects that affect millions of residents and visitors each year.
From the mouth of the St. Johns River to the busy shipping lanes of Tampa Bay and South Florida, the Jacksonville District has spent more than a century helping build and maintain the navigation infrastructure that supports Florida’s economy, national security and maritime heritage.
Throughout its history, the Jacksonville District has played a significant role in shaping Florida’s growth and resilience. Early efforts focused on improving navigation channels and harbors that would become economic engines for the state. Over time, the district expanded its responsibilities to include flood-risk management, environmental restoration, beach renourishment, military construction and disaster response.
Navigation remains one of the district’s oldest and most visible missions. Today, Jacksonville District manages 17 deep-draft harbors, 20 shallow-draft harbors and approximately 900 miles of navigable waterways, helping ensure vessels can safely and efficiently move cargo throughout Florida. Seven Florida ports maintained by the district rank among the top 100 ports in the United States by annual tonnage.
The district’s roots are closely tied to Jacksonville Harbor and the St. Johns River. For generations, Army engineers worked to improve navigation at the river entrance, transforming what was once a shallow and challenging waterway into one of the Southeast’s most important commercial ports. Federal dredging projects throughout the twentieth and twenty-first centuries steadily increased channel depths to accommodate larger vessels and support growing trade demands.
Among the district’s most recognizable accomplishments is its role in the Central and Southern Florida Project, a vast water-management system authorized by Congress in 1948. The system includes canals, levees, water-control structures and flood-protection features designed to reduce flooding risks while supporting water supply and environmental management throughout South Florida.
One of the Jacksonville District’s most significant recent accomplishments was the Jacksonville Harbor Deepening Project, commonly known as JAXPORT Harbor Deepening. Completed in 2022, the project deepened portions of the federal channel from 40 feet to 47 feet, allowing larger post-Panamax container ships to access terminals along the St. Johns River. The project strengthened Northeast Florida’s role in international trade and improved the efficiency of cargo movement through one of the nation’s leading seaports.
Farther south, Jacksonville District engineers have played a major role in improving navigation at Port Everglades. Current navigation improvements include widening and deepening federal channels and turning basins to safely accommodate larger cargo vessels, petroleum tankers and cruise ships. Port Everglades serves as one of Florida’s most important economic gateways, handling cargo, fuel and millions of cruise passengers annually.
The Jacksonville District also oversees one of the nation’s most significant flood-risk reduction projects: the Herbert Hoover Dike surrounding Lake Okeechobee. The 143-mile earthen structure protects communities around the lake and serves as a critical component of South Florida’s water-management system.
Rehabilitation efforts completed in 2023 represented an approximately $1.5 billion investment in public safety and environmental resilience. The project included replacement of water-control structures, installation of seepage barriers and extensive engineering improvements designed to reduce the risk of catastrophic flooding. Construction was completed ahead of schedule and enhanced protection for communities surrounding the lake while supporting improved water management for the Everglades ecosystem.
The Jacksonville District’s contributions to Everglades restoration represent another defining chapter in its history. Working alongside federal, state, tribal and local partners, the Jacksonville District helps implement projects that collectively aim to restore more natural water flow patterns across approximately 2.4 million acres of South Florida ecosystems. These efforts are intended to improve water quality, restore habitat, reduce damaging discharges from Lake Okeechobee and enhance water deliveries to Florida Bay and Everglades National Park. Recent milestones include continued construction of the Everglades Agricultural Area Reservoir and other components of the Comprehensive Everglades Restoration Plan, one of the largest ecosystem restoration initiatives in the world.
On Florida’s Gulf Coast, the Jacksonville District continues to modernize Tampa Harbor, home to Florida’s largest port by cargo tonnage. In 2024, the Chief of Engineers approved recommendations for the Tampa Harbor Navigation Improvement Study, a milestone that advances plans to improve navigation efficiency, reduce transportation costs and support future economic growth throughout the region. Tampa Harbor’s federal navigation channel extends approximately 70 miles from the Gulf entrance to the Port of Tampa and serves as a critical transportation corridor for energy products, construction materials and consumer goods.
The district’s navigation mission extends beyond major ports. USACE engineers routinely conduct maintenance dredging, hydrographic surveys and channel improvements to ensure Florida’s federal waterways remain safe and reliable for commercial, military and recreational users. These efforts help reduce transportation costs, support jobs and maintain access for vessels ranging from cargo ships to military sealift operations.
Over the past 142 years, Jacksonville District engineers have adapted to changing technologies and increasingly larger vessels while continuing to deliver safe, reliable navigation systems for the state. What began with harbor improvements at the mouth of the St. Johns River has evolved into one of the nation’s most complex navigation programs, supporting billions of dollars in economic activity each year.
Emergency responses have remained a cornerstone of the district’s mission for decades. Jacksonville District personnel routinely support disaster response and recovery efforts before, during and after hurricanes affecting Florida, and other areas throughout the United States. Teams coordinate closely with federal, state and local emergency-management agencies to assess damage, provide technical expertise and assist with response operations under emergency authorities. From major hurricane recovery efforts to flood-fighting operations and temporary emergency power missions, district employees have repeatedly answered the call when communities faced some of their most challenging moments.
The district’s modern mission continues to evolve. Current projects include maintaining navigation channels that support commerce, restoring beaches that protect coastal communities, advancing Everglades restoration, improving water infrastructure and preparing for future challenges associated with population growth, aging infrastructure and increasingly complex environmental conditions. Recent coastal projects, including beach renourishment efforts along Florida’s Gulf and Atlantic coasts, demonstrate the district’s continuing commitment to reducing storm risk while preserving recreational and environmental resources.
