U.S. Army Corps of Engineers issues Draft Feasibility Report and Integrated Environmental Assessment for the Cape Canaveral Wastewater Treatment Facility

JACKSONVILLE, Fla. (Jan. 8, 2025) – The U.S. Army Corps of Engineers (USACE), Jacksonville District has issued a draft Integrated Feasibility Report and Environmental Assessment for the Cape Canaveral Wastewater Treatment Facility, Continuing Authorities Program (CAP) Section 14 Emergency Shoreline Protection Project, for public and agency review.

This report has been prepared in response to a letter from the City of Cape Canaveral, the non-Federal Sponsor (NFS), requesting that USACE provide assistance in addressing shoreline erosion near a wastewater treatment facility. The authority for this study is Section 14 of the Flood Control Act of 1946, as amended, to prevent damage to endangered highways, nonprofit public facilities, and public facilities such as wastewater treatment facilities.

The wastewater treatment facility, constructed in the 1960s, is bordered on the western and southern perimeters by the Banana River. The wastewater treatment facility shoreline extends approximately 500 feet (ft) on the western edge and 800 ft on the southern edge. The shoreline has existing rock revetment and vegetation throughout its length. The biggest area of concern is the southeast corner of shoreline.

Erosion at this corner of the facility is exacerbated by high wave action and surge events. The shoreline was most recently affected in 2017 during Hurricane Irma, resulting in damage to multiple sections of the treatment facility’s shoreline.

The purpose of this study is to implement measures to aid in the prevention of further erosion of the Cape Canaveral Wastewater Treatment Facility’s shoreline. There is an opportunity under Section 14 of the Flood Control Act to provide for implementation of projects under imminent threat related to erosion, to protect the shoreline from further erosion and to protect the treatment facility’s structures from deterioration.
