Congress authorized the Canal 111 (C 111) portion of the South (Miami-Dade) part of the Central and Southern Florida (C&SF) project in the Flood Control Acts of 1962 and 1968. The C-111 Project General Reevaluation Report (GRR) with integrated Environmental Impact Statement (EIS) was approved in 1994, and the Project Cooperation Agreement (PCA) was executed in 1995. The C-111 GRR authorized modifications to the original project. The Water Resources Development Act (WRDA) of 1996 authorized 50/50 federal/sponsor cost sharing for the total project cost, which allows the sponsor to receive credit for lands needed for the project. The Project Cooperation Agreement Amendment was signed August 2014. A Post Authorization Change (PAC) Report/Limited Reevaluation Report (LRR) to supplement the C 111 GRR was completed in December 2016 and documents the design refinements over the life of the project.
The project is located at the downstream end of the C&SF project. The basin includes about 100 square miles of agriculture in the Homestead/Florida City area and the Taylor Slough Basin within Everglades National Park (ENP). C-111 normally discharges into Florida Bay via overland flow across the eastern panhandle of ENP and via discharges into Taylor Slough, which flows to Florida Bay. Flood protection discharges can also be made, when required, through S-197 to Barnes Sound in southern Biscayne Bay. The existing project causes harmful environmental impacts by over-draining the Taylor Slough area of ENP and by directing large freshwater flood protection discharges into the saltwater environment of Barnes Sound. Project modifications will maintain existing flood protection east of the L-31N and C-111 canals, minimize damaging freshwater discharges to Barnes Sound, restore more natural hydrologic conditions to the Taylor Slough Basin in ENP and contribute to the restoration of historic freshwater flows to Florida Bay. Project modifications will require adjustment of levees to keep project features outside the ENP and create a hydraulic ridge between ENP and eastern developed areas.

Construction efforts are divided into 9 contracts. Contracts 1-7 are complete and under Operation, Maintenance, Repair, Rehabilitation, and Replacement (OMRR&R) by the non-federal sponsor. The Corps constructed the following features of the 1994 GRR recommended plan: Pump Stations 332B, 332C, 332D, the retention/detention area, C-111 Spoil Mound Removal, Taylor Slough Bridge, and the S-331 Command and Control Facility.
The Corps awarded Contract 8 in October 2015 to construct the Northern Detention Area (NDA) and connect this project with the Modified Water Deliveries 8.5 Square Mile Area (MWD 8.5 SMA) component. The construction contract was terminated in September 2017 with the remainder of the work under construction through Contract 8A.
Contract 8A includes internal flow-way berms and weirs in the NDA, in the 8.5 SMA Detention Cell, the South Detention Area, modifications to Richmond Drive where the north end of L-357W levee meets the levee on the north side of Richmond Drive, and modification of the S-360W concrete weir. The construction contract was awarded in September 2016 and construction completion including the remaining Contract 8 work is scheduled for 2018.
Contract 9 includes plugging of the L-31W Canal, and reconstruction of the L-31W Levee with integral weir at the headwaters of Taylor Slough. The non-federal sponsor, the SFWMD, awarded the contract in March 2017 and substantial construction completion is scheduled for April 2018.
The Corps executed a cost sharing study agreement to move forward with evaluation of various alternatives to replace pump stations S-332B and S-332C in February 2018. The study will seek authorization for replacing the temporary pump stations with permanent structures and define appropriate cost sharing for the operation maintenance, repair, replacement and rehabilitation of these project features. The Post Authorization Change Report initiated in February 2018 and is scheduled for completion in FY 2020.
