1. DESCRIPTION
The purpose of this study is to address protection of critical infrastructure, reduction of structure damages, and evacuation route protection in response to the risks and effects of coastal storms and associated impacts such as sea level rise, storm surge, and extreme wind and tidal effects. 4. STATUS
This study started its official three-year timeline in October 2018 with conclusion of a Chief’s Report scheduled for October 2021; however, inclusion of the Key Biscayne Segment along with additional income loss and sediment analysis required additional time and funding. A 3x3x3 rule exception was approved by the ASA(CW) in November 2020 giving the study an additional year and pushing the Chief’s Report back until October 2022. The Tentatively Selected Plan was approved on September 14, 2021. The draft integrated report was released for public and agency comments on November 12, 2021. The Agency Decision Milestone, which included selecting Course of Action (COA) 4, was approved on February 17, 2022. COA 4 consisted of completing an interim feasibility report for only the Main Segment by May 2022 and associated Chief’s Report by October 2022, preparing a 2nd 3x3x3 rule exception request to further study the Key Biscayne Segment, and completing the additional study of the Key Biscayne Segment following ASA(CW) approval of the 2nd exception. The exception request will include an additional $2-3M and an additional 2-3 years of time to further study the coastal and back bay aspects of the Key Biscayne Segment to identify a complete solution. If the exception is approved, the path forward will consist of completing the Key Biscayne Segment study, a second signed Chief’s Report, and a request to amend the Main Segment authorization to include Key Biscayne.
