1. DESCRIPTION

Broward County is located on the lower Atlantic Coast of Florida about 30 miles north of Miami. The project was authorized by the River and Harbor Act of 1965, Section 934 of the Water Resources Development Act (WRDA) of 1986 and in Section 506(a) WRDA 1996, which allows the Secretary to perform periodic beach nourishment for Segments II and III over a period of 50 years. Initial authorization allowed for construction by the local sponsor with reimbursement of the Federal share of eligible costs. The City of Deerfield Beach is the sponsor for initial construction of Segment I. Broward County is the sponsor for Segments II & III and has initially constructed and renourished the project since 1970.

4. STATUS

SEGMENT I –

The sponsor provided funds in FY08 for the U.S. Army Corps of Engineers (Corps) to initiate Engineering and Design (E&D) for preparation of a General Reevaluation Report (GRR) for initial construction. Completion of the GRR was scheduled in FY13, contingent upon the sponsor providing additional funds to continue the preparation of the GRR. This work effort has been on hold since FY11 due to lack of sponsor funds.

SEGMENT II –

The county completed the second (and last) renourishment event of Segment II within the limits of the authorized project in December 2016. The county is seeking reimbursement for the federal share now that they have completed the final mitigation contract. The county experienced extensive erosion from storms in 2017 and was approved for a Flood Control & Coastal Emergency (FCCE) project to place over 380,000 cubic yards of sand. The construction contract was awarded in January 2021. Construction was completed in Spring 2022. The county also experienced extensive erosion from storms in 2022. A Project Information Report (PIR) was prepared at the request of the project sponsor in a letter dated 2 December 2022. Funding for this report was provided by Public Law (P.L.) 117-43. This report finds that there is sufficient justification for Flood Control and Coastal Emergency (FCCE) rehabilitation of the Broward County, Florida Shore Protection Project (SPP) – Segment II under PL 84-99 and is awaiting USACE HQ approval on funding before proceeding forward.

SEGMENT III –

Efforts for a Limited Reevaluation Report (LRR) for the 3rd renourishment of Segment III have been initiated by the County as a reimbursable project. Federal participation in the project ends in 2026. The County requests to extend the life of the project an additional 50 years by initiating a study to re-justify the project. The County experienced extensive erosion from storms in 2017 and an FCCE project is approved to repair the beaches. Construction for Contract A was fiscally complete in March 2020 which placed material about the mean high-water level only. Contract B restores the full template of the beach and was awarded in February 2021 with completion scheduled for Spring 2024.
