Rio Culebrinas PR (I)

The Río Culebrinas basin, located in the northwestern part of Puerto Rico, has an area of 272 square kilometers. Floods represent a threat to life and property of residents from Aguadilla and Aguada, with a combined population of approximately 120,000 inhabitants. The preliminary plan consists of a 1.1 kilometer long, 3.3 meters high, and a levee from Highway 2 to the Espinar community. The levee would prevent floods from Río Culebrinas to enter the Caño Madre Vieja drainage area. This alternative would provide effective flood protection to urban areas of Aguadilla and Aguada.

The PDT is currently preparing a Continuing Authority Program (CAP) Conversion Study which will document the information required to support a decision using supplemental appropriations to proceed to project construction from the previously authorized Rio Culebrinas project. This CAP Conversion report will have a limited scope, and will focus on providing the following information:
- Updates to the economic analysis,
- Reaffirm the environmental acceptability including applicability of NEPA
- Review the technical feasibility of the plan
- Identify the construction implementation strategy, duration and certified cost
This study effort will rely on previously conducted modeling; permitting and design to the extent practicable and corresponding identified and categorized risks of plan implementation and construction.
