Matthew Ledford works on all aspects of navigation and shore protection projects, particularly those along the Florida Gulf coast.

Matthew Tibbs is a project engineer on the C-8 and C-13 Culvert Replacement project at Lake Okeechobee in south Florida. His main duties are contract administration and quality assurance.

Three engineers with the Jacksonville district, Jose Bilbao, Tony Ledford and Matthew Tibbs, recently achieved a major professional milestone, when they became licensed professional engineers.

"Professional registration is the benchmark for all disciplines and I believe especially important for engineers,” said district Deputy for Programs and Project Management Tim Murphy. “The Corps of Engineers is the premier engineering organization for the nation. Our employees enhance the Corps’ reputation and increase our capabilities to serve the nation when they take the time to successfully prepare, pass the exam, and become professionally registered. Congratulations to all three."

Bilbao is the lead engineer of dredging projects for the West Palm Beach Resident Office and a member of the C-44 Project Team.

“Earning my PE license is the biggest achievement of my professional career,” Bilbao said. “For me, it means perseverance. I never gave up on that goal. It was an extremely difficult challenge from the time I started my degree to the point I earned my license, but I had the determination to see it through. To me, earning a PE License makes the sky is the limit. It opens up opportunities and is a gateway to continuous professional growth.”

Tony Ledford, Cost Engineering Section, Technical Services Branch, Engineering Division

Ledford works on all aspects of navigation and shore protection projects, particularly those along the Florida Gulf coast.

“Earning my PE was one of my major goals, and gives me a huge feeling of accomplishment,” Ledford said. “I think having my PE will be a great asset as I progress toward other career and life goals. Not only is it an important credentials for career goals, but it builds my confidence in my ability as an engineer to take on new challenges.”

Tibbs is a project engineer on the C-8 and C-13 Culvert Replacement project at Lake Okeechobee here in south Florida. His main duties are contract administration and quality assurance. 

“The PE to me means continued personal and professional development opportunities within USACE,” Tibbs said. “I look forward to contributing more to the mission in the future.”  

The Jacksonville district salutes Bilbao, Ledford and Tibbs, whose achievements are examples of the professionalism and expertise of the district team.
