The Jacksonville District of the U.S. Army Corps of Engineers (USACE) along with the non-Federal Sponsor, the South Florida Water Management District (SFWMD) are preparing a National Environmental Policy Act (NEPA) document for a proposed flood risk management study initiated under the authority of Section 216 of the Flood Control Act of 1970 within the Central and Southern Florida (C&SF) Project.

The purpose of the study is to identify and evaluate alternatives for the Central and Southern Florida Project to provide continued and improved flood risk management to reduce the most immediate risk due to changing conditions, including climate change, sea level change, land development, and population growth in the lower east coast of Florida in the tri-county area of Palm Beach, Broward, and Miami-Dade counties.

USACE invites the participation of Federal and state agencies, Native American Tribes, local agencies, and interested stakeholders in providing comments and identifying any issues or concerns. Two virtual Public NEPA Scoping Meetings will be held on Monday, November 28. The first will be held from 9 a.m. to 11 a.m., and the second will be held from 6 p.m. to 8 p.m. The meetings will include a short presentation about the study and the NEPA process, followed by a comment period to receive feedback on the flood risk problems, including what is important to stakeholders when we look at the problems and potential solutions.

The NEPA Scoping public comment period is being extended through Wednesday December 7, 2022, to allow additional time due to the effects of Hurricane Nichole and the upcoming Thanksgiving Holiday. All individuals who respond with comments will be included in future mailings, and anyone wanting to be added to the mailing list can do so by sending a written request to the same e-mail and/or mailing address.

The C&SF Project is a large, multipurpose water resources project initially authorized by the Flood Control Act of 1948 for the purposes of flood protection for urban and agricultural areas, water supply for agricultural, municipal, industrial, and ecosystem uses and to prevent saltwater intrusion risks to the coastal water supply.
