Critical Projects

Projects Authorized in The Water Resources Development Act of 1996

Section 528 of The 1996 Water Resources Development Act

  1. In General - In addition to the activities described in paragraphs (1) and (2), if the Secretary, in cooperation with the non-Federal project sponsor and the Task Force, determines that a restoration project for the South Florida ecosystem will produce independent, immediate, and substantial restoration, preservation, and protection benefits, and will be generally consistent with the conceptual framework described in paragraph (1)(A)(ii)(II), the Secretary shall proceed expeditiously with the implementation of the restoration project.
  2. Initiation of Projects - After September 30, 1999, no new projects may be initiated under subparagraph (A).
  3. Authorization of Appropriations
    1. In General - There is authorized to be appropriated to the Department of the Army to pay the Federal share of the cost of carrying out projects under subparagraph (A) $75,000,000 for the period consisting of fiscal years 1997 through 1999.
    2. Federal Share - The Federal share of the cost of carrying out any 1 project under subparagraph (A) shall be not more than $25,000,000.

Purpose

To develop specific water quality related projects that are essential to the restoration of the Florida Everglades.

4.     Florida Keys Carrying Capacity Study

  Description   Comprehensive study of the Florida Keys to determine the ability of its ecosystem and infrastructure to withstand all impacts of additional land development activities and associated population growth. See the Study Area Map!
       
  Purpose   Provide an information database and an analysis of consequences that may be used by local planners to determine the level of land development activities that will avoid adverse impacts to the Florida Keys ecosystem.

5.     Western C-11 Water Quality Treatment

Kissimmee River Restoration

Historically the Kissimmee River meandered approximately 103 miles from Lake Kissimmee to Lake Okeechobee through a 1-2 mile wide floodplain. The river and its flanking floodplain consisted of a mosaic of wetland plant communities and supported a diverse group of waterfowl, wading birds, fish, and other wildlife. The historic Kissimmee River was hydrologically unique among North American river systems in that it had prolonged periods of extended floodplain inundation.
