1. DESCRIPTION

Duval County is located on the upper east coast of Florida within 20 miles of the Florida-Georgia state line. In 1965, approximately 10 miles of the Atlantic shoreline in Duval County was authorized for beach nourishment by Section 301 of the River and Harbor Act. The project includes the ocean frontage of the United States Naval Station at Mayport, Hannah State Park, and the cities of Atlantic Beach, Neptune Beach, and Jacksonville Beach. These areas are highly developed with homes, apartment homes, resort hotels, condominiums, and concession facilities throughout. In 1992, a Section 934 (PL 99-662) reevaluation study was approved by the Assistant Secretary of the Army for Civil Works (ASA (CW)), which extended federal participation in cost sharing for beach nourishment until 2028.

The authorized project design includes construction of a protective beach with a level berm 60 feet wide at an elevation 11 feet above mean low water (MLW) with renourishments approximately every four years. Initial construction was completed in 1978 followed by seven renourishments (1986, 1991, 1995, 2005, 2011, 2016 and 2019).

4. STATUS

 The Duval County SPP was critically eroded from hurricanes Ian and Nicole in 2022. Planning, Engineering and Design (PED) efforts are underway for an emergency renourishment. The renourishment contract is expected to be advertised in October 2023 and awarded in December 2023.
