1. DESCRIPTION
Section 601(h) of the Water Resources Development Act of 2000 states that the overarching purpose of the comprehensive plan is the restoration, preservation, and protection of the south Florida ecosystem while providing for the other water-related needs of the region, including water supply and flood risk management. The sub-section entitled "Assurances of Project Benefits" directs that the plan be implemented to achieve and maintain the benefits to the natural system and human environment described in the plan. As part of these assurances, Section 601(h) requires that the Secretary of the Army promulgate programmatic regulations to ensure that the goals and purposes of the comprehensive plan are achieved.
The program-level activities of the Comprehensive Everglades Restoration Plan (CERP) include the overall management of the program and its priorities; development of guidance to project teams; the REstoration COordination and VErification (RECOVER) effort; managing and preserving program data; electronic publication of program information; budgeting and cash flow management; preparation of program reports to Congress and to the public; maintenance of the Integrated Delivery Schedule (IDS); outreach; environmental and economic equity; and implementation of the programmatic regulations.

4. STATUS
The Fiscal Year 2022 (FY22) funding allocation includes:
- Continued program coordination with the USACE vertical team to report SFER program progress as part of the MEGA reporting requirements, and evaluate, answer, and respond to vertical team data drills.
- Continued program coordination with the SFWMD to track program priorities, schedules, and budgets; evaluate and adapt to changes in priorities and budgets; and implement the program efficiently and consistent with the IDS.
- Continued program coordination with stakeholders.
- Continued operation of the Interagency Modeling Center and regional modeling to support the CERP program and RECOVER.
- Updates to program and project cost and budget information; continued data management and support of collaboration applications; and maintenance of program and project schedules.
RECOVER continues to follow programmatic regulations requirements for assessment of monitoring data; development, revision, and use of ecological planning evaluation tools; modeling for measurement of progress toward interim goals and interim targets; and adaptive management recommendations to project implementation and operations.
